參選宣言:「去除瘀血 更新立會」

勞永樂挺身參加2012立法會港島區地區直選,以行動宣示對現屆立法會議員差劣表現之不滿。現屆立法會單是流會次數之多,已深受市民詬病。流會非因「拉布」戰,主因是「建制派」議員開小差,支取立法會議員薪酬、津貼,卻一身兼多職,金錢名譽地位享盡,卻事事都比立法會工作重要。

因此,勞永樂以「去除瘀血 更新立會」為參選主題,並就此印製立法會『七宗罪』單張,供市民省覽,呼籲市民以一人一票方法清除「瘀血」議員,更新立法會。

勞永樂從切身體驗,覺悟「小圈子」選舉不公義。2004年結束「小圈子」醫學界議員生涯之後,公開承諾不再沾手「小圈子」特權,至今信守承諾,不再參與任何形式的「小圈子」選舉,包括功能界別立法會議員選舉、選舉委員選舉、特首選舉、「超級區議會」立法會議席選舉,並對參與此等選舉人士口誅筆伐。

是故,勞永樂選擇不與任何參加「小圈子」選舉、卻仍以「民主派」自居、講一套做一套的政黨、政客為伍,決定以獨立人士身份參選。因此,勞永樂毋須受黨派利益左右,全心全意服侍市民,以一貫是其是非其非作風議政,誰損害市民利益,不管是政府、是權貴,是「建制派」,抑或是「民主派」,一律不留情面,直斥其非。

勞永樂出身基層,曾先後居於上環板間房及北角健康村,受社會栽培成為醫生,視回饋社會為己任。關顧貧病老弱、為受盡「地產霸權」壓迫剝削的基層及中產人士出頭,將是當選後工作重點。

Revitalize our Legislative Council

Manifesto of Dr. Lo Wing Lok

Candidate of the 2012 Legislative Council election - Hong Kong Island geographical constituency

Lo Wing Lok stands for election to the Legislative Council of the Hong Kong Island geographical constituency, because he is fed-up with the inept performance of the present members of the Council. He sees, “It is utterly disgraceful that meetings could not be convened or have been interrupted repeatedly because of the lack of a quorum. The blame is mostly on the pro-establishment legislators. They sneaked out from the Legislative Council to take up multiple other roles, including gainful employment and other public appointments, earning themselves extra money, renown and influence, but regrettably placing the work of the Legislative Council, including fighting their professed foes - the filibusters, at the lowest priority.”

“These pro-establishment legislators who did not show up at Legislative Council meetings are undoubtedly the "stale blood" of the legislature. I appeal to the electorate to vote discriminately in the coming election, so that the Legislative Council is revitalized by the removal of stale blood and by the injection of new blood.”

Lo Wing Lok learnt first-hand of the injustice in allowing "small circles" with political privileges. After ending his term as legislator, representing the medical functional constituency in 2004, he pledged to the public that he would never be part of any "small circle" election again. Lo Wing Lok honoured his pledge by not participating in any functional constituency election, or election committee election, Chief Executive election, or even the “super" District Council functional constituency elections held since then. He has also become outstanding as one of the most vocal critics of people and political parties participating in these elections.

Lo Wing Lok chose to stand as an "independent" instead of a "democrat" because he cannot agree with people and parties who claim that they are "democrats" but yet participated in the small circles election again and again. Being an independent also has the advantage of having only to serve one master, namely the Hong Kong people, instead of being torn between the sometimes conflicting interests of people and Party. He pledges to continue serving the people as the vocal critic he has been, according to what is wrong and what is right, rather than according to partisan interests.

Lo Wing Lok was born in Hong Kong. He comes from a grassroots family that has lived its early years in a partitioned room in Sheung Wan, then in a rental unit of the Housing Society at North Point. He was given the opportunity to become a doctor through the low cost of education so well provided by our society; thus, he takes it as his calling and responsibility to repay this debt by serving the people. If elected, the focus of his work will be serving the poorer sector, the sick, the elderly and the under-privileged, fighting for the grassroots and middle class who are constantly oppressed and economically disadvantaged because of the increasing costs factors, in particular the high cost of land.
